We submitted the HDR 1550 nm Orange Book to the publication process on March 16, and so I no 
longer have control of the document contents. However, according to the email chain below, I believe 
Tom Gannett can make the changes if he is notified that Erik agrees with the proposed new wording. 
Please correct me, if I’m in error.

Thanks for the Sisvel info.  It does appear that Sisvel is now the place to go for DVB licensing info (they 
are now referenced as the license source by ETSI).

Lena,

Can you update section C3 to say:

Implementers of this Recommended Standard should be aware that DVB -S2 is covered by a set of 
patents for which licensing information may be obtained from Sisvel: https://www.sisvel.com/licensing-

The DVB-S2 licensing language in the Orange Book is copied directly from the Blue Book 
CCSDS 131.3-B-2, "CCSDS Space Link Protocols over ETSI DVB-S2 Standard", published in 
April 2022.
It is possible that the licensing information is outdated. Erik mentioned DTVG, which is one of 
the IP owners. I recall there were so many patents at issue in DVB-S2 that they set up a licensing 
consortium to make the licensing easy. DTVG does not do the licensing. It looks like it is now 
being handled by Sisvel. For license terms, see https://www.sisvel.com/licensing-
programs/digital-video-display-technology/dvb-s2/license-terms.
Bryan could probably update the wording and contact address in the Orange Book with the 
appropriate information from Sisvel. It may also be helpful to put in a corrigendum for the same 
thing, in the CCSDS DVB-S2 blue book.

Licensing" with a US address and email address  
for obtaining a license.  Googling for S2  
licensing turns up a press release from  
2008.  There appears to be no DNS records for  
"S2licensing.com".  Googling the phone number  
listed in the document indicates it to be the  
office of "Bayside Law" with a different street  
address than listed in the document.  Further  
searching tends to indicate licensing being done
