Conditions for approval of CCSDS 504.0-P-1.1, Attitude Data Messages
(Pink Book, Issue 1.1) have been disposed to the satisfaction of the
AD(s) who voted to approve with conditions. The Secretariat will now
proceed with CMC polling to authorize release for Agency review.

Dear Ignacio,
I made the requested change when I saw your first email. Consistency of terms is one of the
things I always look at in documents. I would probably have noticed that particular inconsistency
and changed it on my own since it's the only instance of that term appearing without quotes in
the book, but it's good to know with certainty which one is correct/preferred.

It has been my habit in recent years to submit documents to CESG polling for technical approval while at
the same time handing them over to Miles for copyediting. It makes sense to me to conduct polling and
editing in parallel, since it speeds things up, at least when documents are not stalled in CESG polling for
purely editorial matters.
I always appreciate it when a CESG member suggests an editorial improvement to a document, but
ordinarily that can be done without invoking the very formal approve with conditions procedure,
which can hold up a document for weeks or months. You should be aware that many editorial aspects of
documents change between CESG polling and release.
The document in question is currently being edited by Miles, and I expect there will be a number of
editorial improvements to it before it is released for agency review. I have full confidence that Miles will
choose an optimal, consistent representation of the term KVN and its definition, and that may very well
agree with what you like; I leave it to his judgement, however.
If you prefer to wait until Miles has completed his edit to decide whether the document can proceed to
CMC polling and agency review, that is your prerogative, of course.

I will add quotes in the definition of the term KVN in the annex.
Concerning your remarks under SUPPORTING ANALYSIS, the abbreviation
KVN is well established in Navigation as well as other documents, and
it would create inconsistency among CCSDS documents to change the
term itself in this document. Also, it would be highly unusual to add
extraneous punctuation to an abbreviation; it is consistent with
Publications Manual requirements in its present form.
Please indicate by return email if your poll condition is satisfied.
