[CESG] First draft of "New Template for CESG Report to CMC"

Nestor,

I have started reviewing the template, but the changes I envisage require 
some time, which I cannot really afford now. My idea is that we should 
define the following templates:
1. Report from WG to AD
2. Report from AD to CESG
3. Report from CESG to CMC
4. CESG/AD Report to CCSDS Plenary

In doing this, we should make sure that there is an easy, almost 
mechanical, way to derive 2. from 1., 3. from 2., and 4. from 3.. This 
will ensure consistencies across different areas and minimise the work of 
everyone.

Assuming that what I propose is agreeable to everyone, maybe the the 
Secretariat could propose something.

P.S. I also attach my preliminary comment to the distributed template, but 
this seems to be a mix of 2. and 3.
