Nestor,
I have a couple of points on the agenda.
Agenda Item 3: I would also like to discuss the scope of the CESG
conditions prior to publication of a document. I think that the members of
the CESG should raise any technical point on a proposed standard during
the relevant Agency Review and not during the CESG poll to authorise
publication, otherwise these technical comments may invalidate the outcome
of the Agency Review process and cause loss of resources and efficiency in
CCSDS. In more details, my view is as follows:
CESG Poll prior to Agency Review: the CESG members do a basic sanity
checks to make sure that there are no major mistake/misunderstanding and
that the document fits with the Area/CCSDS strategy.
Agency Review: Member agencies, CESG members and any WG member raise any
issue in the form of RIDs
CESG poll prior to publication: CESG members confirm that the review was
properly conducted (all RIDs were properly disposed with agreement of the
RID authors and implemented in the updated document) and that the
prototypes, if required, had been properly implemented and the result
documented. Clearly, CESG members could also request correction of minor
mistakes/editorials in the updated document and revalidate that the
document fits with the Area/CCSDS strategy.
Agenda Item 9: I think here we should develop clear guidelines that do not
depend from the nationality of the person requesting association. I see 2
types of associations:
CCSDS Participants: they are classified in one of four categories: Member
Agency, Observer Agency, Liaison, or Associate. For them the rules in
chapter 4 of the CCSDS ORGANIZATION AND PROCESSES hold.
Mailing list members: As mentioned in Section 2.3.3.2 "The mailing lists
also provide a forum for those who wish to follow, or contribute to, the
WG?s efforts, but cannot attend face-to-face meetings, teleconferences,
videoconferences, etc. Mailing lists may continue on after a WG has been
formally closed." My interpretation is that the CCSDS wants to follow an
"open door" policies. The filter to become a member of a mailing list is
only the WG chair who should just ascertain that the requestor is
genuinely interested to the topics discussed in the WG. This approach
clearly provides a wider reach out of CCSDS activities and standards.
