[CESG] CCSDS Strategic Plan

Just my cent about including the published book.
It is true that they are the past but
1) they are pertinent to the given goal as they explain what it is done 
already (i.e. a Goal does not originate with a given version of the 
Strategic Plan but it is likely to be something "in progress")
2) they also give an idea of the future maintenance work that will be 
needed by the given area for that goal
