[CESG] CCSDS Strategic Plan

Hi Nestor,

I've missed some of the telecons, so I may be out of sync here.  I though that the purpose of the CCSDS Strategic Plan was to define the future, overarching, directions of the organization.  To borrow from Wikipedia:

Strategic planning is an organization<http://en.wikipedia.org/wiki/Organization>'s process of defining its strategy<http://en.wikipedia.org/wiki/Strategy>, or direction, and making decisions<http://en.wikipedia.org/wiki/Decision_making> on allocating its resources to pursue this strategy. In order to determine the future direction of the organization, it is necessary to understand its current position and the possible avenues through which it can pursue particular courses of action. Generally, strategic planning deals with at least one of three key questions:[1]<http://en.wikipedia.org/wiki/Strategic_planning#cite_note-1>

  1.  "What do we do?"
  2.  "For whom do we do it?"
  3.  "How do we excel?"

Many organizations view strategic planning as a process for determining where an organization is going over the next year or—more typically—3 to 5 years (long term), although some extend their vision to 20 years …

We can, of course, choose to define the CCSDS Strategic Plan as something other than this and focus instead on what we have done, the standards we have already produced, but this would not usually be a part of a Strategic Plan for the future.

I was confused by the inclusion in the draft plan of the sections describing what the Nav WG had done.  I understand that this was just a sample, but it was the only WG for which the example was provided.  None for any of the other Wgs or areas.  If this sample is "correct" in format and content, then it would appear that the resulting document, when all of the areas and WGs are represented at a similar level of detail, will be at least 50 pages in length instead of its present 22 page size.  I question whther this is useful for the readers who would care about the Strategic Plan.

Or maybe I misunderstand your intent.  Are you proposing that we gather this information, in the "goal, description, related goals, etc" format and not include it in the Strategic Plan, but put it someplace else?    For instance, are you proposing that this content, for the Nav WG as an example, be included on the Nav WG CWE page (http://cwe.ccsds.org/moims/default.aspx#_MOIMS-NAV)?  If so, does it add content that is significantly different than that already in the CWE in the form of the Nav WG Charter (http://cwe.ccsds.org/fm/Lists/Charters/PrintView.aspx?ID=24), where rationale, Goals, and Approved Projects are already listed.  Perhaps all that is really needed is a paragraph of narrative that describes in more explanatory terms just why we think that these more detailed goals are relevant?

I'm not trying to be difficult here, just to get some clarity about what we are actually trying to accomplish in the Strategic Plan and any related documentation on the web site.

Thanks for your updates that do not follow the recommended format.

The idea of this version of the Strategic Plan is to show per Area Operational capabilities on which we can promote cross support and interoperability. Some of them are represented by a set of recommended standards and practices (in the past, at work, in the future).

The document will not become bigger because its final implementation will depend on what will be deployed in the CWE and what will remain in the doc. I prefer to have initially everything without links, and after reviewing it we decide how to progress
