[CESG] CWE approval process

CMC Colleagues:  There has been some misunderstanding on access approval that has been exposed because of the new profile system.  The Secretariat has had discussions with some WG chairs and CESG members, but it is apparent that we need a management clarification on what is expected.

>From our prior discussions, this is what I think the processes are:


1.       The CMC delegates will approve attendees to CMC meetings, from their agencies and from other agencies and attendees from their nation.  This is to help the CMC members to understand who travels on their agency's expense, and to provide a high-level "filter" for known attendance issues, such as attendees that have caused problems in the past, and tourists that want to sign up for the tours only.


2.       The WG chairs will approve access to CWE and mail lists for their groups.  Actually, this is only done initially for a new attendee's access to the first group.  Once they sign up for the Code of Conduct and are approved by a WG chair, attendees will have access to all group materials on the CWE.  The purpose of this is to simply try to help the WG chairs understand who is accessing their materials, and to start the dialog between WG chairs and their new members.  They should ask the new members what their technical expertise area is, and then enthusiastically recruit more participation (and resources) to help us with our work.

The misunderstanding was from some WG chairs and ADs that thought we should require someone to attend a meeting before they are allowed to have CWE access, and the CMC members would "approve" their agency's members to have access to the CWE.  I think we need to be very clear that small agencies and companies can participate online, even though they cannot travel.  And anyhow, the WGs are supposed to be working hard between meetings with telecon/webex, so for minor participants, not traveling should not be a problem.  We need to enable their participation using online/remote resources.

If any CMC members disagree with this, please let us know now.  I will ask the Secretariat to include items 1 and 2 above (perhaps more succinctly) in our CCSDS procedures, to prevent these misunderstandings.
