Adrian,

My personal suggestion is to have all the "official" charters in one place
(and this must be the only link used by everybody)

i.e. Operating Plan, CCSDS A01.2-Y-4 CCSDS Operating Plan for Standards
Development http://member.ccsds.org/publications/archive/A01x2y4.pdf

and the WG CWE repository should be only used internally for charters at
work.

Otherwise will be a chaos.
