[Sois-tcons] TCONS Red Book Draft

Dear Steve,
here is the "first part" of my inputs for the Red Book Draft review; it
covers up to the BEST-EFFORT data delivery service included.

The second part will cover the Prioritized, Guaranteed Data Delivery service
and I'll submit it next week.
