[Sois-app] WG Review of latest EDS and Common DoT Red Books etc

To close action 48.2 from the last SOIS-APP WG Telecon, I've uploaded to
CWE a zip file containing the latest EDS and Common DoT Red Books, EDS
XML schema and examples, and Common DoT ontology and XML schema (only
missing the latest Common DoT Red Book), together with RID templates for
the 2 Red Books. 

They can be found here:

The CCSDS Collaborative Work Environment (CWE) > Spacecraft Onboard
Interface Services Area (SOIS) > Documents > SOIS-APP > Latest
Publically Released Draft Standards > EDS and Common DoT Draft for
Dissemination and Review

Please can you all review and comment using the RID templates, to be
uploaded to the same folder by 31st October 2014.
