The current document is a good outline. Here are some comments:

   * I agree that section 3 seems a bit undefined at this stage, but 
your suggestions are on track with what needs to be said.  The context 
in which EDS's will operate is partly the engineering tool chain 
(section 4), partly the communication protocol architecture, and partly 
the software architecture.  The latter two architectures provide a 
separation of concerns in which the EDS's represent the glue between 
concerns.  So section 3 can describe the context provided by SOIS 
software architecture and ISO OSI protocol model.
   * Section 4.2.1 might become two sections, one for standard 
interfaces, and one for catalog of existing devices.  The standard 
interfaces and templates have some history of discussion, both in 
SAVOIR and in SUMO, which needs a concise review, including the tension 
with innovation issues and with least-common-denominator issues.  The 
catalog of existing devices has had some R&D work at AFRL, which can 
provide an example algorithm and data structure for such a catalog, 
without getting into excessive detail.
   * If you have final publications from the ESA projects listed for 
section 4.2.2, I'll be interested to find out more about those.  I 
think that we have seen those in the SOIS working group, but there is 
probably more to be understood.
   * Another topic in section 4.2.2 is the interchange of information 
between model-based system engineering tools and EDS's, for which some 
initial R&D has been done at NASA's Johnson Space Center.
   * For software component development, there are some general 
techniques from AFRL that can be included, in addition to the ones that 
you mentioned.
   * For simulator development, test equipment, and MCS databases, 
there has been R&D done at AFRL that is relevant.
   * There is some material for the security issues from SUMO.
