[cssm] Updated draft of BPR white book

Dear all,
               I've updated the BPR draft white book in line with the discussions at the telecom yesterday( 28/01/2025). Unfortunately I had some issues trying to check my updates back in so I've uploaded a new version of the file. This can be found at the following URL;

If anybody wants to try thr XML examples but has problems with GitHub let me know and I'll zip up the required XML schemas and examples and send them to you.
