[cssm] SMURF Service Package Request and SPDF - Agreed updates as of 20210401

Dear all,
                  please find attached the updated UML model and Schema 
resulting from the SMURF Service Package Request and SPDF splinter meeting 
of 20210401 (despite the date this isn't a joke). I've also attached a 
presentation outlining the changes to the version discussed at the last 
full working group meeting.

Note that these are not snapshot versions and the draft SMURF and CDE will 
be updated in line with the attached UML models
