updated UML model and Schema resulting from the SMURF Service Package Request
and SPDF splinter meeting of 20210401 (despite the date this isn't a joke).
I've also attached a presentation outlining the changes to the version
discussed at the last full working group meeting.</span>

are not snapshot versions and the draft SMURF and CDE will be updated in
line with the attached UML models</span>
