[Smwg] CSSM-YB-927.3 TGFT Yellow Book - Updated (and final ?) version.

Dear all,
                  Hu has informed me that he has completed the outstanding 
sections of the TGFT Yellow book and has uploaded this to CWE. The 
document can be found at the following URL.
