[Smwg] Service Agreement & Configuration Profile White Book package on CWE

This zipped package includes an annotated draft of the aforementioned White Book. I have included a Book Captain's Notes section before the Preface, identifying the various things that should be done to the book. Some of these things are the direct result of decisions made at the Spring 2016 Workshop, specifically (a) the terminology change from "Service Component" to "Functional Resource Set" and the accompanying removal of any presence of Service Component-related information in the formats, and (b) removal of flexibilities and constraints from the Configuration Profiles (F & Cs will be expressed in the Service Package Requests and Space Link Event Sequences). The Book Captain's Notes section also contains other changes that I had planned to explore further.

The zipped package also includes a folder containing the graphics file for the document, both in their original format (e.g., Visio) as well as the compressed forms that were actually inserted in the document (e.g., .emz).
