[Smwg] Planning Information Formats - Draft w0.13

Dear all, 
                 I've just uploaded the latest draft of the Planning 
Information Formats book to CWE. This contains updates to the Event 
definition to try and fit in with what the Nav guys want, note that this 
is a bit to generic for our needs so I've created a specialised CssmEvent 
from it which restricts things to what I believe we need.. Its also been 
updated to be in line with the Rome discussions and should now be 
consistent with the updated Simple Schedule.
