[Smwg] Simple Schedule Recommendation - Updated draft 20161206

Dear all,
                  I've just uploaded the latest draft of the Simple 
Schedule Book to CWE, this contains the changes discussed during todays 
telecon with respect to the addition of CCSDS Time Code A as required to 
support the Nav W/G event definition requirements. Also uploaded are the 
latest schema files + a couple of example Simple Schedules which are 
included in the book.

I think I can now hand the edit token back to Erik (hmm think I've said 
that before...)  for the final tweaks....
