[Smwg] Terrestrial Generic File Transfer - Initial White Book draft

Dear all,
                  I've just uploaded the initial draft of the Terrestrial 
Generic File Transfer White Book. This only deals with the actual file 
delivery mechanism, I've not started on the metadata/XFDU part yet.. Its a 
bit rougher than I'd hoped to get it, but my day job got in the road. 
Anyway hopefully it will at least provide the basis for further 
discussions.
