[Smwg] Action Item 2105-0716-4: management considerations with regard to CSTS Forward Frame

I've attempted to give some background on the FF service and provide a set of pertinent references. Section 2 presents the 3 modes of the FF-CSTS and my current understanding of the configuration parameters for the FF CSTS Provider and the associated Functional Resources in each of those modes. The tech note is obviously just a start, but I think it fulfills the Action Item.
