[Smwg] Planning Data Formats - White Book Draft 0.03 uploaded to CWE

Dear all,
                 I've just uploaded a new revision of the Planning Data
Formats draft white book to CWE. In this I've substantially reworked the UML
model of an event and I'm happier this new version of the model now captures
the essential attributes of  an even,t and is flexible enough to allow the
definition of additional events and associated parameters. Anyway the
