[Sls-slp] Updated Prox-1 S and Ka-band Directive Set

Hi All,

In preparation for our Fall meetings on Nov 6-7 in The Hague, I’ve added some more content (in red) in the front of our draft S and Ka band associated Prox-1 directive set and posed a question for you all to consider before the meeting. Please let me know if you have any comments. Looking forward to your interaction. We will discuss and attempt to come to consensus at the meetings.
