[Sls-slp] Updated draft USLP Blue Book with date Aug 15 2022 in the CWE

Dear SLP WG,

Topic: Update of the USLP Blue Book due to adding VCP, VCA Services and allowing more than one Transfer Frame within a CLTU

I did some more due diligence on the draft USLP blue book previously sent out that includes the VCP Service, VCA Service, and opens up the constraint to allow multiple transfer frames (similar to TC) to be contained within a CLTU. I discovered that I needed to do a bit more editing of the following sections to make them consistent.

They are:

- Section 2.2.5 Restriction on Services
- 3.2.4.2 VCA_SDU – may span one or multiple frames
- 3.6.1 Similar to above
- 4.3.7 VC Reception Function and Figure 4-24 needed to be adjusted to show more than must MAP packet and MAP Access.
- PIC Proforma – rechecked to make sure VCA, VCP functions are addressed.

So now it is your turn to review the Aug 15 version (current version) and let me know if I missed anything or not.
