[Sls-slp] Update to MC_OCF Service portion of USLP Blue book CCSDS 732.1-B

Dear SLP WG members,

So everyone will be up to date, the discussion on some of the ambiguities in the text and figure for the USLP VC Channel Reception Function (Figure 4-25) and associated text has resulted in updates. This discussion was part of the on-going one with Wolfgang Hell and John Pietras from the CSS area about the MC_OCF service.

This update will be not acted on immediately but rather kept by the CCSDS secretariat until we have a significant number of changes queued up to generate a revision to USLP blue book.
