Some suggestion about IPoC

1, insert the words "Notes" before the last paragraph in Page 2-4 of CCSDS 702.1-B-1.
2, add the notes or suggestion about the relationship between uplink VCs and downlink VCs which might be used to apply interactive internet protocols, such as MSN or video conference.

during this conference, we talked about these issues and might made them to the USLP green book for future application.
