Ed,
        could you please make clear what is the expected destination of 
the text in the document you sent?

If you think this document is needed, as you are touching more that one WG 
expertise, for appropriate discussion it looks appropriate splitting the 
document in two part and then submitting the first part to the SLP WG 
(i.e. first 4 pages) and the second part to the C&S WG (i.e. the last 5 
pages including the C&S PROCEDURES FOR EACH SPACE LINK OPERATIONAL MODE).
