For those of you interested in Proximity-1, attached are both redlined and "clean" copies of the Prox-1 C&S specification as a result of the Berlin May meetings but without the proposed LDPC changes for the time being.

Greg,
        here attached a version implementing the changes from your mail and other items from Berlin.
No LDPCC material yet in this version.

I intend to expose this version (i.e. the two pdf files) to the WG as conclusive version for the 5 years review exercise (*).
Eventually the clean version will become the clean version for adding the LDPCC changes discussed in Berlin.

Regarding the following action items on NASA from the Berlin 2011  meeting:

1.1           Confirm that requirement 3.3.2.4 Idle Data Generator in Prox-1 C&S book shall be deleted – Action due: August 1, 2011 on G. Kazz, NASA

Yes, NASA confirms that tthis requirement 3.3.2.4 shall be deleted.

1.2           Confirm whether or not the NRZ-L to NRZ-M conversion should be deleted from the Prox-1 C&S specification or not. – Action due: August 1, 2011 G.Kazz, NASA

NASA confirms NOT to delete this requirement. We agree with you that the wording of this requirement would be more consistent with other CCSDS documents, if we simply use the same text from tCCSDS 131.0-P-1.2 as you suggested in the comment below.  Namily:

Do we want to replace thistext (3.4.2.4 and its Notes) with the revised text on this subject from thelatest pink book

3.3.3 When suppressed-carrier modulation systems are used:
a) Non-Return-to-Zero-Mark (NRZ-M) or Non-Return-to-Zero-Level (NRZ-L) may be used as a modulating waveform.
b) If the user contemplates differential encoding, i.e., conversion of his modulating waveform from NRZ-L to NRZ-M, such conversion should be performed on-board at the input to the convolutional encoder.
NOTES  Since the convolutional codes are transparent, differential encoding can be used before the convolutionalencoder to help phase ambiguity resolution and, correspondingly, the conversion at the receiving end from NRZ-M to NRZ-L  hould be performed at the output of the convolutional decoder. Differential encoding after the convolutional encoder is not advised because it introduces considerable loss of performance. It alsowould require differential detection, which is  more complex with soft symbols.
