It appears however that JAXA does use direct multiplexing of IPV4.

Takahiro - can you confirm this?

I'm at JAXA. It looks like the new link from JAXA to the ISS-JEM, over their DTRS data relay satellite, is TCP/IP based and uses the IPv4-over-CCSDS *direct" multiplexing capability (not Encap.).
