[Sls-slp] Prox-1 Data Link Layer Pink Sheets

All,

There are two changes proposed in these pink sheets to Prox-1 Data Link Layer:

1) Change the name of PLCW_Repeat parameter to PLCW_Repeat_Interval

2) Add Notification #11 to Annex E (Notification to Vehicle Controller)

This case was discovered in system test at LMA on MRO with Electra
We added an action in full and half duplex state tables in case the 
response to the hail was carrier only.

Pink sheets attached.
