[Sls-sea-dls] Updated DRAFT Yellow Book

Attached are the updates based on feedback from the group at the meeting.

I didn’t update the front matter (title page, etc.) because I don’t know what those are supposed to look like per se. The content was updated with reference to NIST and if cloud is even possible, then see below steps. I fixed the VNC reference as well.
