[Sls-rng] SLS RNG WG - revised RED recommendation for Agency Review

As approved last week in Paris. I am not sure if it is to be treated as RNG WG
(delta-DOR is in the RNG charter) or RFM WG (Rec. 2.5.6B is in the RFM blue
book).
