[Sls-rfm] TR: Current Prox-1 Lunar S-band directives and default session parameters ==> Thoughts and a question related to S-band for future Mars Prox Links

Dear Greg, Denis, Andrea, and all,
I would have a question (this is not a request; just a thought to share):
Prox-1 Space Links Protocol-Physical Layer (CCSDS 211.1-B-4) identify UHF bands for Mars, as well as the possibility to introduce other band(s) (not defined in CCSDS 211.1-B-4) in case of new needs.
My question would be: “wouldn’t it be nice” to introduce, at a certain time, S-band (and later Ka band) for Mars in (a) TBD CCSDS document(s) (in synergy with the “Lunar” Proximity Link standard in S-band under development) in addition to UHF, for the following reasons:
- There are “Moon to Mars”-like initiatives from several space agencies aiming to reuse in the Mars region certain things already planed to be used in the Moon region, to improve interoperability, and to save costs once the necessary infrastructure is in place.
- SFCG S-bands might offer more overal capacity than UHF bands; this might be useful in the future.
- Private companies going to the Moon will go to mars maybe sooner what we think, might be not fully satisfied with UHF, and could more likely “go out” of the CCSDS standard without a ready S-band Proximity Link standard applicable on Mars, and also some synergies might occur between future “private” and “public” and “public+private” missions on Mars.
- 2025-2110 MHz (orbit to surface) and 2200-2290 MHz (surface to orbit) bands are among the few SFCG bands common to Moon and Mars for this type of Proximity links.
- It seams to be a consensus among all the space agencies participating to current ITU lunar agenda work that UHF communication bands will continue (as today) to be not allowed in the Shielded Zone of the Moon (Except 410-420 MHz for specific EVA links). So a “Moon to Mars”-like initiative for proximity link in UHF looks not possible.
- The previous versions of the CCSDS 211.1-B-4 standard (up to CCSDS 211.1-B-3) mentioned:

I of course have not in mind the “full picture”, but I wanted to share these question and thoughts in case it could be useful.

Dear SLP, RF&MOD, and C&S WG,
Attached please find the current version worked out today in the SLP WG meeting in London today. It is largely the same as the last time but with the Mod Index values filled in and a rewrite of the symbol rate description that clarifies it better based upon a formulation from Stefano Petri. This is the information I will present at our upcoming joint meeting later this week.
