[Sls-rfm] updated draft RECs for 22 GHz uplink and 8/26 GHz channel model

Dear All,

the above two mentioned draft recommendations presented by Andrea were 
slightly modified during our remote meetings.

Andrea sent me the accordingly revised versions that I noted were not in 
proper 401 format. I managed to get Rec 4.1.8 in the right format with 
captions and automatic referencing with some effort. There are some half 
empty pages but I resisted the idea of resizing pictures and moving text 
around. This can be done by the CCSDS editor at the end of the process.

For Rec 2.2.9 I noted that the style was similar but not identical to 
2.4.17A/B or 2.4.18 so I did some changes, hopefully without changing the 
agreement reached. Since I started from an existing rec and pasted 
Andrea's version in, the rev marks he entered are gone. On the other hand, 
it is important to have the yellow items since we need to take a decision 
soon, and these are unchanged.
Andrea confirmed that I did not change anything of substance or typed 
anything wrong.

Please remember the action items on these two draft recommendations.
