[Sls-rfm] First input to the RFM WG Spring 2021 meeting

Dear All,

as announced yesterday, please find attached the first input paper for the 
2021 Spring meeting.

Since one satellite is flying already and the other is being readied for 
launch, ESA would like to amend the relevant CCSDS blue book in 2021 
instead of waiting for the next planned review in 2024.
