[Sls-rfm] RFM WG outputs for Agency Review

Dear Gian Paolo,

as per SLS plenary presentation by Dennis on behalf of the RFM WG, please 
find attached the two new (RED) recommendations and the revised (PINK) 
recommendation of 401.0-B agreed by the WG  for Agency Review.

I trust you will issue the needed resolution.
