please let us know if Mario meets the requirements for joining the RFM WG 
list. In my opinion, he should only be able to read published standards 
and handbooks.

Dear M. Vassallo,

I am currently enrolled at Universite de Montpellier (CNES / France 
backed), working with groundstation development. I would like to join the 
list because I am studying CCSDS for our upcoming cubesat missions. 
(instead of internal custom protocols).
