[Sls-rfm] CCSDS RFM resolution to start Agency Review

Dear AD,

as per minutes of the Spring 2018 meeting, please initiate the necessary 
resolution.




Recommendation 2.4.24 requires two independent prototypes for advancing to 
blue status. NASA will take care of that.

Changes to 2.4.17A and 2.4.22A/B are covered by other existing 
recommendations and rec. 3.1.7 is a policy recommendation that does not 
require prototyping.
