[Sls-rfm] revised/new recs from the Hague RFM WG meeting

Dear All,

please find attached the revised (pink) recs 2.4.22A and 2.4.22B as well 
as the new (red) rec 3.1.7.

As per minutes of the meeting, I will start the agency review process only 
when we have the final version of the new (red) TLM RNG recommendation 
2.4.24.
