[Sls-rfm] Proposed RFM WG charter update

Dear WG members,

please find attached my proposal. 
In RED I simply moved what was not done by April 2016 to the next session. 

In RED with yellow highlight you will see the new items that have surfaced 
this year with an estimation of the completion dates. In most cases I 
included a White-2 version given the expected complexity.
The schedule for the EESS turn-around ratios is a bit aggressive but we 
can always adjust it later.

The new items have been shown to the WG already and no issues were raised.

Please let me have your comments by tomorrow lunch break (Euopean time) so 
that, if no negative comments are received, I could start the approval 
process on Thursday before going on leave.
