[SLS-OPT] Updated Pink Sheets for Physical Layer Blue Book

The attached version of the Pink Sheets for the Physical Layer Blue Book include the minor updates suggested by Area Director Gian-Paolo Calzolari. This version of the document is also located on the SLS-OPT website in the folder titled, "Blue Book_Optical Comm O3K Physical Layer." Please review and indicate before March 10 via an email to the team whether: (1) you agree to these updates or (2) you have issues with these updates. If there are dissenting opinions, we will discuss at the March 17 meeting.
