Dear Working Group, 

We have uploaded an update to the CCSDS-121.0-B-3 DRAFT on the CWE in the 
folder: SLS-MHDC / CWE Private / 121.0-B-3-DRAFT/. The file is 
named"121x0b3-DRAFT-2018_10_25":

The document contains the updates discussed at the WG Fall Meeting in 
Berlin, including the new header format as agreed. Please see the comments 
and tracked changes in the document for the other updates. 

There are currently some open points in the document that still need to be 
consolidated, including the reference to the previously held patent.
