[Sls-mhdc] Fall Meeting Schedule / White Book update for CCSDS-123.1-B

The meeting schedule for The Hague is available: https://public.ccsds.org/meetings/2017Fall/default.aspx
We are scheduled to meet Monday afternoon, and all day Tuesday and Wednesday.

I have also uploaded an updated White Book draft for CCSDS-123.1-B to the CWE at
	CWE Private / 123.1-B / WhiteBook / 123x1w1-2017.09.13.{doc, pdf}
This primary change from the previous version is that the ICS Proforma (Annex A) has been written.
