[Sls-mhdc] MHDC-A-1705-8: exploiting bit depth when block-adaptive coder is used in CCSDS-123.1-B

Dear Working Group,

In response to Action Item MHDC-A-1705-8, I have uploaded the following document to the CWE:

To summarize: based on analysis and experimental results from Mark and Penshu, it is our recommendation to simply set the block-adaptive coder resolution parameter n equal to the instrument bit depth D, as is done in CCSDS-123.0-B.
