[SLS-DC] DCWG deputy chair

Hi All,

I don't remember how the working group deputy chair position was elected.
But, I was reminded by Ignacio that we needs a consensus.

So, I wanted to officially elect Lucana Santos to be our deputy working group chair.
Please let me know if you all agree.
