[SLS-DC] Updated draft for CCSDS 125.0-B

Dear all,

I have uploaded to the CWE a new draft including all changes suggested in 
your previous comments.

As you'll see, there is still some significant work to be done before this 
draft can be complete, but I would like to address some major points with 
the WG so that this work can be done on solid basis.
The main points to be addressed in the WG meeting tomorrow are marked as 
"To be discussed/agreed by the WG" within my comments.
