[SLS-DC] MHDC-A-2011-3(b): revised draft of CCSDS-120.1.G-3

Dear Working Group,

In response to Action Item MHDC-A-2011-3(b), I have uploaded to the CWE a 
revised draft of CCSDS-120.1.G-3
                 SLS-DC/CWE 
Private/122GRevision/120x1g3_12_2020_wong_Kiely_camarero.doc

This draft extends Mark’s and Aaron's previous versions (April 13 and May 
15).

The changes address rate and quality control in 3.4.
