[SLS-CC] Fall meeting 2021 - draft MoM and review of draft papers

Dear all,
 please find enclosed the draft MoM for Fall meeting 2021, and the updated 
draft for the TM Randomizer, and VCM docs (following comments during the 
meeting).

Please let me know if you have any comments by 3rd November, EOB.

After that, as agreed, I will issue two resolutions, one for Agency review 
of the Randomiser, and one for publication of the VCM technical 
corrigendum.
