[SLS-CC] editorial changes to CCSDS 131.0

Dear colleagues,
with reference to CCSDS 131.0, please be informed that SLS AD provided me 
with some recommended changes before issuing the SLS resolution for 
starting the Agency Review (see attachment).
Except some additional notes or section numbering, the main change is 
regarding using the naming "Earth-to-Space" rather then forward link, that 
can be misleading.

Taking into account that naming is in line with the CCSDS 131.2 and 131.3, 
and still there is the Agency Review as forum for solving different 
opinions, as C&S WG chair I endorsed such changes for not delaying further 
the project.
