[SLS-CC] DVB-S2X Orange Book: WG review -> DEADLINE for comments 5 December

Dear colleagues,

following the discussion at our meeting this week, Clèment provided a new 
draft of the Orange Book 131.6 (DVB-S2X).
Please notice that Clèment (after discussing with me) added references to 
USLP in the Orange Book (as he did in the draft update Blue Book
shown at the meeting).
This is the version we'll use for the WG review for which your comments 
are expected by 6 weeks (5 December).
