[SLS-CC] Resolution to approve new C&S project

Dear Area Director,

following the consensus registered at the C&S meeting of 05 April, the WG 
requests the approval of a new project in its charter, for the 
introduction
of Version-4 Transfer Frame into CCSDS 211.2-B-2.
Please find attached the concept paper supporting the WG request.
